TobEx (included in Rogue Rebalancing, but can also be used standalone) has an option to disable hostile reaction after charm, allowing to charm and steal everything without repercussions.Beware, however, that the same RR component (Revised Thievery) forbids stealing from fences, and makes thievery potions unstackable and useless to high level rogues. Rogue Rebalancing provides a far better stealing experience, allowing several options to talk out of a failed attempt (dependent on Charisma, Reputation or Intelligence).Obviously, both methods mean that you won't be able to converse with the target anymore, so skip plot critical NPCs. Even some of the equipped items may be stolen, although that requires a certain skill level (50-95).
